Sub:- Additional submission
in connection with our organisational submitted memorandum by our zonal body
organisation.Sir,our this association is a central railway zonal organisation of ALL INDIA LOCO RUNNING STAFF ASSOCIATION who represents the loco running staff of Indian railway. Loco running means the staff as 1]Assistant loco pilot :- works as an assistant to loco pilot of train, 2] loco pilot shunting :- works in railway yard for shunting duty includes marshalling trains. 3] loco pilot goods :- works freight train, 4] loco pilot passenger/motorman :- works passenger trains/ suburban trains, 5] loco pilot mail:- works all mail express trains including high speed trains.
To work as a loco running staff, high levelled medical standard is required and because highly strenuous nature of duty the staff is facing medical or physical health hazards during the service period and facing severe health problems even after retirements. This is because of uncompared nature of duty which is stated in High Power Committee report which is constituted by Railway Board itself. It is also accepted by railway Board itself that loco running staff, in the performance of running duties over long periods of time tend to have a deleterious psychosomatic effect on their health. [Ref. no. E(P&A)/I-2001/RT-2(KW), dted 02.01.2004; RBE 4/2004]. RDSO, Luknow with reference to psychologists report, studied conducted by Internal Stress Research Institute, karnolinska, Sweden, accepted the strenuous nature of duty may be reason behind all the health problem.
Even after this the loco running staff of Indian railway gives full skilled, devotion, attention, concentration, dedication in their duties which gives highly appreciable results in railway operations including reduction in accidents, losses, detentions and in operating ratio and increases the earning of railway. In 2004-05 railway budget, Railways total revenue was Rs.46635 crores and operating ratio was 91.2% & cash surplus was Rs.2084 crore [after paying all dues to pension fund, DRF, Dividend and deferred dividend]. Where as in 2013-14 budget, total earning is Rs.1,43,742 crores, operating ratio is 87.8% and cash surplus is Rs.12000 crores. This is appraisal financial position even though no budgetary fare hike in last 10 years. This is because of highly skilfulness work of loco running staff which helps in minimum utilisation of fuel/electrical energy which saves crores of rupees in energy consumption, maintenance cost and time helps in maximum utilisation of rakes and locomotives for transportation. According to railway calculation, Rs. 210/km is saved if the train runs in coasting status or in regenerating mode. And according to railway, loco pilot goods runs the train min. 4000km/month and out which 1500km distance is running in coasting stage. It means saves Rs. 31500/month [1500x210]. Similarly loco pilot mail runs the trains minimum 8000km/month out of which minimum 3000km distance run in coasting/ regenerating mode. This saves Rs.630000/month. But for this there is no additional financial benefits given to loco running staff. But loco running staff of Indian railway is facing financial discrimination, discrimination in status, diginity as previous cpc has ignored many of the facts related with our nature of duty as no any proper job evaluation done. There is huge functional difference in nature of duty of loco pilot [goods], loco pilot [passenger], loco pilot mail express and loco pilot mail who works the high speed trains like Rajdhani, shatabdi, Durranto and the forthcoming semi-superfast and bullet trains. For example in central railway, Rajdhani train {T/no. 12438} has given running time 320 minutes [5 hrs 20 minutes] for NAGPUR – BHOPAL 393 km section. And in the entire section, there are 353 signals, 115 level crossings, 48 stations, 3 ghat sections (59 KM distance) [2 B-class ghat distance 34km & 1 special class ghat distance 25 km]. So a high speed train loco pilot mail is given only 320 minutes running duty for the high levelled safety and smooth performance of duties towards 556 items observations excluding temporary caution order and number of flasher light and hand signal of adjacent line running trains. Whereas for the same nature work other loco pilot mail of mail express trains is given running time 360-390 minutes [6 hours to 6hours & 30 minutes], loco pilot passenger of passenger trains running time is given 720 minutes [12 hrs], and goods train loco pilot required running time is given minimum 16 hours for the same distance and work. Even though when there is such huge functional difference in strenuous nature of duty, sixth cpc allotted only one pay i.e. P.B. 2 GP Rs.4200/- which is not only injustice but also a slap on our skilled work, on our honesty, on our professionalism. This hurts the entire loco running staff of Indian railway and hence there is big question in front of all loco running staff how to dealt the situation. And now we have an opportunity to get a justice hence we approach the commission your kind honour for the justice. Your kind honour please consider the following fact before granting any pay scale and after that our new pay to be decide without any barricades and without any pay comparison. The fact is as under-
1.
Because
of continuous alertness and strenuous work loco running staff may suffer with
parkinson disease. Report attach as Annexure I.
2.
Because
of working in high voltage area and in locomotives which transmits radiations
which affect badly the health of loco running staff. Annexure II
3.
Because
of heavy engine and horn sound pollution, loco running staff suffers with
hearing and other problems. Annexure III.
4.
Because
of uncomfortable seats, loco running staff suffers with arthritis, backache
problems.
5.
Because
of non friendly, non air tight cab, non AC cab, crew facing asthmatic problem.
6.
In
addition to our duty we have been utilise for other work as technical person
for C&W work, track work, locomotive trouble shooting, first aid provider,
fire fighter, as key person in disaster management as well as the first person
who can be informer of any unsual.

Even
though there is some technological changes in railways but that does not
reduces the stress and strain of loco running staff of Indian railway.
8.
Present
available system of working is not full-proof system for the safety and
security of the train. Track circuit, anti-collision device is not available at
large. Signal recording system, GPS monitoring and controlling system and
defective track detection and train protection system is not available in
locomotive. All top level safety equipment is only locomotive crew. For the train safety, still Railway fully
depended on locomotive crew.
Hence your kind honour it
is our humble requested to grant us justified pay scale without any
jurisdiction. Our Association also demands that Assistant loco pilot who
perform the same nature of duty, risk, pain and penalty in as like loco pilot,
his designation to be re-designated as “ CO-PILOT”. As well as there are huge
difference in high speed train loco pilot and other mail express duty as stated
in page no.2, a separate designation for high speed train loco pilot to be
given i.e. 'MASTER LOCO PILOT', just like Air force Master Green Pilot, along
with separate pay and uniform. Hence our association is placing justified demands that loco running staff's
pay shall be notionaly upgraded in VIth cpc scales as follows and corresponding
pay scales as deemed fit by the 7th cpc be allotted.1] Assistant Loco Pilot [ co-pilot] P.B.2 + G.P. Rs. 4200/-.
2] Loco Pilot Shunting. P.B.2 + G.P. Rs. 4600/-
3] Loco Pilot Goods P.B.2 + G.P. Rs. 4800/-
4] Loco pilot Passenger/motorman P.B.2 + G.P. Rs. 5400/-
5] Loco Pilot Mail P.B.3 + G.P. Rs. 5400/-
6] Master Loco Pilot [high speed train] P.B.3 + G.P. Rs. 6600/-.
Regarding all other allowances all the existing principles, theory considered for the calculation of allowances. But to motivate all the loco running staff to save the energy more , our Association is demanding to introduce energy coasting allowance.
Regarding pensionary benefit, our last pay to be confirmed as pension.
